Introduction. The article outlines research positions within the framework of the study of socio-political discourse. Theoretical analysis. It is noted that socio-political discourse should be explicated as a mode (order) of communication between government and society for the purpose of developing a consensus. The study of socio-political discourses as different modes (orders) of communication between authorities and society is presented in the article based on the methodology of I. Lakatos’ research programs.

The article examines the social transformation of state-confessional relations, its historical aspect, positive and negative trends of their evolution in the conditions of the formation of modern Russian society. The object of the study was the socio-philosophical aspects of some provisions of the economic model based on the principles of Islam as one of the traditional denominations of the Russian Federation. The article is devoted to the social and philosophical analysis of the historical changes of the elite power. There is made an attempt to identify the differences between elite power from the power of the elites. From this point of view, there are various approaches to study the ruling groups. And the hermeneutic approach is set off in the article. Based on it there is defined the elite of the text (the public), the elite of the subtext (behind the scenes), and the elite of the context (the real conditions of its existence).
