Modern Problems of Quality Management Systems Functioning in Higher Education Institutions
The article is devoted to the relevance of the quality management system availability in higher educational institutions. The authors consider the issues connected with the influence of higher education institution positioning in the educational system on the set of basic processes. Connection of the purpose of strategic development of a higher educational institution with a set of processes of its activity is emphasized. The procedure of processes selection, their descriptions, productivity indicators, and expansion dynamics of a quality management system certification field is submitted. One of the ways of documentary information management is shown on the example of Saratov State University. Principles of creation of documentary information control system and its classifications are discussed. Elements of the documentation control system of the higher educational institution, its classification, and basics of grouping and document designation by distinctive features are given. Importance of personnel training for ensuring efficiency and effectiveness of the quality management system is emphasized. The principles of the choice of training directions for various categories of personnel are described. The structure of two programs of professional skill improvement on the documentation management and internal audit of the quality management system is presented as an example.
